Sediment and Flow Monitoring for Sustainable Infrastructure Planning in the Prut River (Leova)

THE CHALLENGE
Missing information
The Municipality of Leova is facing a significant challenge related to the lack of reliable information on sediment transport and river flow dynamics in the Prut River, particularly in the area where a permanent bridge between Leova (Moldova) and Bumbăta (Romania) is planned. While the bridge will strengthen cross-border connectivity and economic development, it may also alter natural flow patterns, sediment transport, riverbed stability, and bank erosion if these processes are not properly understood before construction begins.
At present, sediment and hydrological data are fragmented, outdated, and not harmonised with European standards, limiting the ability of local authorities to make evidence-based decisions. The project addresses the SUNDANSE thematic areas of Flow and Sediment Quantity Monitoring, while also undertaking a comprehensive baseline assessment. By establishing reliable baseline information before major infrastructure works commence, the project will help ensure that future development protects both the river ecosystem and downstream environmentally sensitive areas, including the Lower Prut Natural Reservation.

THE SOLUTION
High-quality datasets
The project plans to replicate three core SUNDANSE methodologies: Baseline Assessment, Flow Monitoring, and Sediment Quantity Monitoring. Existing hydrological, geomorphological, and sediment-related information will first be collected, harmonised, and mapped using GIS tools to establish a comprehensive baseline of the Prut River. Seasonal monitoring campaigns will then measure river discharge, flow velocity, and suspended sediment concentrations using standardised SUNDANSE protocols.
These activities will generate high-quality, comparable datasets that follow FAIR data principles and SUNDANSE quality assurance procedures. The collected information will be analysed to better understand how sediment transport and flow dynamics may be influenced by the future bridge and other human activities. The results will feed into a Regional Action Plan developed together with local authorities, national water agencies, Romanian partners, and community stakeholders. By applying harmonised European methodologies, the Municipality of Leova will strengthen evidence-based sediment management while contributing valuable data to the wider Danube basin and the SUNDANSE Data Network.
THE IMPACT
Action plan
The project will provide long-term environmental, social, and economic benefits for the Municipality of Leova and the wider Prut River region. By generating reliable sediment and flow data before construction of the new cross-border bridge begins, local authorities will be able to make better-informed planning decisions that reduce the risk of erosion, riverbed instability, and damage to valuable ecosystems. Improved understanding of river processes will help protect the Lower Prut Natural Reservation, preserve biodiversity, and strengthen resilience to floods and climate-related changes.
The project will also enhance cooperation between Moldova and Romania through shared monitoring approaches and data exchange, supporting more effective transboundary river management. Local stakeholders – including public authorities, environmental organisations, and community representatives – will become more actively involved in sustainable river governance through workshops and awareness activities. In the long term, the project will strengthen institutional capacity, improve readiness for future European funding opportunities, and demonstrate how science-based sediment management can support sustainable infrastructure development while protecting natural resources for future generations.
